The National Council is guided by four major goals:

1. To serve as a national collection point for gathering and evaluating available pet population data and relevant materials.
2. To facilitate effective communication between organizations, associations, and institutions that share the Council's mission.
3. To provide expertise and resources for gathering and analyzing needed data pertinent to the control of pet populations.
4. To establish timetables and strategies for reducing the numbers of homeless dogs and cats in the U.S.
